The representatives of the National Institute of Justice carried out, on September 27-29, 2022, a study visit in Bucharest. The delegation was formed by Ecaterina Popa, the ad interim Director, members of the NIJ Council Vitalie Stratan, judge at the Chisinau Court, and Ion Covalciuc, chief prosecutor of the municipality of Balti, Tatiana Ciaglic, ad interim head of the Legal Information Center and Lilia Rusu, head of the Policy Analysis, Monitoring and Evaluation Department of the Ministry of Justice.
The visit of NIJ delegates to Romania aimed to share best practices and exchange of experience in the form of several meetings with representatives of the courts, prosecutor's offices and institutions within the judicial system.
During three days, NIJ representatives had the opportunity to go to the National Institute of Magistracy (NIM), the Superior Council of Magistracy, the Bucharest Court, the Ministry of Justice, the National Anti-Corruption Division and the Prosecutor's Office of the High Court of Cassation and Justice, where held discussion of issues of common interest. The reference topics concerned the accession of the Republic of Moldova to the European Union and the role of legal institutions in the field of justice in this process, in particular the organization of training activities for magistrates, the uniformity of judicial practice, the way of accessing the position and the conduct of the admission exams at the NIM.
We note that the study visit took place within the project ”Strengthening the justice system by organizing expertise transfer missions addressed to judges and prosecutors from the Republic of Moldova”, implemented by the National Institute of Magistracy due to the support of the Agency for International Development Cooperation (RoAid), under the coordination of the Romanian Ministry of Foreign Affairs, due to the support provided for the judicial system reform.
The cooperation directions of the project concern to the involvement of judges and prosecutors from the Republic of Moldova in professional development activities organized by the NIM, study visits to institutions within the Romanian judicial system, as well as the invitation as experts of NIM trainers to trainings for Moldovan magistrates.
