On December 9-12, 2024, the new module "Law of the European Union" was organized in four seminars: "EU Institutions: functioning mechanisms and decision-making process", "Protection of fundamental rights at EU level. Court of Justice of the EU", "Legal cooperation in criminal matters within the EU" and "Rule of law in the context of EU integration". The module was integrated into the Continuous Training Plan as a result of the TAIEX 2022 mission and the European Commission's recommendations on Chapter 23 of the acquis Communautaire.
The training activities provided the participants - judges and prosecutors - with complex and up-to-date approaches to the European legal system, contributing significantly to the strengthening of professional skills in this segment. The training sessions were supported by Council of Europe consultants: Razvan Horatiu Radu, Laura Felicia Ceh, Horatius Dumbrava, and trainers of the National Institute of Justice: Iulian Alexandru Rusu, Diana Rotundu, chief prosecutor of the Legal Assistance and International Cooperation Section of the General Prosecutor's Office.
Participants developed their knowledge of the EU legal framework, including the functioning and decision-making process of the EU institutions, with a particular focus on Court of Justice of the European Union's structure, activity and case law. The seminars also covered issues related to legal cooperation in criminal matters, legislation, arrangements for legal assistance between Member States, the principles governing these relations and relevant case law. The European standards in the field of the rule of law of the Council of Europe, the Venice Commission, the Consultative Council of European Judges, the Consultative Council of European Prosecutors were also analyzed, highlighting the independence of justice, the separation of powers and the mechanisms of protection established at the Community level.
The trainings were organized within the framework of the joint project of the European Union and the Council of Europe "Support for Justice Reform in the Republic of Moldova", implemented by the Cooperation Programmes Department of the Council of Europe.
