The Deontology of Magistrates was the topic addressed in an exchange of experience between representatives of the French and national law systems, conducted at the National Institute of Justice, on Thursday, June 20, 2019.
The study day brought together judges, prosecutors, members of the Superior Council of Magistracy and the Superior Council of Prosecutors, as well as NIJ trainees, candidates to the positions of judge and prosecutor.
Referring to the importance of the exchange of good practice, Diana Scobioala, the NIJ Director, mentioned that the issues discussed during the seminar will be a valuable contribution to the training of NIJ trainees, knowledge of deontological norms being essential to solving ethical dilemmas in future professional activity. At the opening of the event, also spoke Mona Popescu Boulin, liaison magistrate in Romania and Moldova, Dorel Musteata, member of the Superior Council of Magistracy, and Angela Motuzoc, President of the Council of Prosecutors.
The experts Joelle Munier, President of the Conference of Presidents of the High Courts (TGI), and Philippe Lemaire, Honorary Prosecutor General, referred to the French legislative framework on the deontological obligations of magistrates and spoke about the role of the head of the prosecutor's office in complying with deontological rules in France. The same topics were analyzed in the light of national legal provisions by Nina Cernat, member of the Commission on Ethics, member of the Superior Council of Magistracy, and Inga Furtuna, member of the Superior Council of Prosecutors. The speakers also focused on national, foreign and international instruments in the field of deontology and ethics, presented case studies from judicial practice and exchanged views on the deontological systems in Moldova and France.
The event was organized by the National Institute of Justice in partnership with the Embassy of France in the Republic of Moldova.
