A group of investigating judges and representatives of the penitentiary system participated on Thursday, October 25, 2018, at the continuous training course dedicated to implementing a new remedy to solve the conditions of detention in the Republic of Moldova.
The event was opened by Oleg Rotari, the Governmental Agent of the Republic of Moldova before the ECtHR, Diana Scobioală, Director of the National Institute of Justice, William Massolin, Head of the Council of Europe Office in Chisinau, and Pavlo Pushkar, Head of Division at the Department for the Execution of Judgments of the European Court of Human Rights. They welcomed the presence of experts and participants, stressing the importance of implementing the new restorative and compensatory remedy in order to redress the conditions of detention in the Republic of Moldova.
During the training, the following subjects have been addressed: the application by investigating judges of the new remedy for solving the detention conditions according to the law that will come into force in January 2019, the cooperation of the Department for the Execution of Judgments of the European Court of Human Rights with the Governmental Agent of the Republic of Moldova before the ECtHR, as well as Bulgaria's experience in implementing the national remedy for improving the conditions of detention, including difficulties encountered during implementation and solutions to overcome them.
The training sessions were provided by Oleg Rotari, the Governmental Agent of the Republic of Moldova before the ECtHR, Tatiana Cojocaru, lawyer at the Department for the Execution of Judgments of the European Court of Human Rights of the Council of Europe, Directorate General Human Rights and Rule of law, and Maria Dimitrova, the Governmental Agent of Bulgaria before the ECtHR.
The training was organized by the National Institute of Justice and the Council of Europe within the framework of the CoE Program “Promoting a human rights compliant criminal justice system in the Republic of Moldova”.
