Development of a manual on special investigative and counter-intelligence measures discussed at the National Institute of Justice

On Thursday, October 10, 2024, the Ad interim Director of the National Institute of Justice, Adrian Cerbu, discussed with the National Adviser of the Operations Department for Europe and Central Asia of the Geneva Centre for Security Sector Governance - DCAF, Vadim Enicov. The meeting was also attended by Ecaterina Popa, Head of the training and research Department.

The dialogue focused on optimizing the capacities of the legal system in the area of authorization and supervision of special investigative measures and counterintelligence activities. In particular, were addressed a series of issues related to the development of a manual on special procedures which will serve as an essential tool for practitioners in the field. In order to ensure its relevance and usefulness, will be organized round tables with the participation of judges, prosecutors, prosecuting officers and trainers of the National Institute of Justice. The consultations and debates at these meetings will ensure a holistic approach and will benefit from the diverse expertise of the professionals involved.

Also, a number of training activities will be carried out for the members of the working group, such as training sessions, workshops and study visits, to facilitate the exchange of best practices between participants, who will further disseminate the experience gained.

The project of the Geneva Center for Security Sector Governance - DCAF in Moldova, which started in December 2022, has been extended with the Justice and Security component and will last until the end of 2028.
