The Director of the National Institute of Justice, Diana Scobioala, had a meeting on Tuesday, August 24, 2021, with the new Director of the Criminal Justice and Law Enforcement Section at the US Embassy in Chisinau, Brett Rose. This is his first visit to the Institute since his recent appointment, accompanied by Kevin Lanigan, Senior Legal Adviser, and Olga Rabei, Legal Programs Specialist.
During the guided tour of the NIJ building, Diana Scobioala appreciated the US Government's role in the modernization of the building, including the design and reconstruction of the simulation courtrooms that are currently benefiting the Institute's trainees.
Being in the admission period, were discussed subjects related to the implemented reforms with the support of the US Embassy, in order to ensure the correctness of the contest and the exclusion of any suspicion of fraud - the electronic file; the computerization of the psychological and specialty test; the random distribution by the software, for each candidate, of 400 tests out of the 1600, published on the official website 60 days before the beginning of the exam; the exclusion of examination papers; the introduction of the electronic tally-sheet, etc. In this context, Diana Scobioala mentioned that, unlike those who see themselves as NIJ trainees, candidates to the positions of prosecutor, the number of those wishing to become NIJ trainees, candidates to the positions of judge, decreases. One of the reasons would be their low employment rate. Thus, out of the 80 NIJ graduates, candidates for the positions of judge, who have gone through all the reforms implemented by NIJ in the last four years, only seven were appointed (2018 promotion - 5 employees, 2019 promotion - 2 employees, promotion 2020 - 0 employees, promotion 2021 - 0 employees).
Also, at the meeting, the two parties agreed to continue to develop the established cooperation by carrying out joint actions for the benefit of the representatives of the legal system. On behalf of the National Institute of Justice, the discussions were also attended by Valentina Contescu, the Head of the Institutional Management Department, and Ecaterina Popa, the Head of the Training and Research Department.
