On Monday, March 22, 2021, the Guide on the European Convention on Human Rights during the Covid-19 pandemic was launched online - an event held simultaneously in three magistracy schools: the National Institute of Justice (NIJ) of the Republic of Moldova, the National Institute of Magistracy (NIM) of Romania and the Academy of Justice (AJ) of Armenia.
The leaders of the judicial training institutions in the three countries, Diana Scobioala, Director of the NIJ, Cristina Radu-Rotaru, Director of the NIM, and Sergey V. Arakelyan, Rector of the AJ, appreciated the publication as an useful resource in understanding how to apply ECHR articles in the context of the pandemic and in providing answers to the multitude issues of human rights that arose during this period.
In her speech, Diana Scobioala referred to the procedure of establishing the state of emergency in the Republic of Moldova, the restrictive measures imposed by the state, the impact of the Covid-19 pandemic on the legal system and on the training process of the legal professionals. In particular, she spoke about the challenges and difficulties faced by the National Institute of Justice in adapting the methodology of trial simulations to the online version, as well as about the organization of the sixth edition of the paper competition "Human rights, state of emergency and the state of law”, in which the trainees of the 13th promotion addressed the particularities of respecting human rights and fundamental freedoms in the conditions of the state of emergency.
The event was organized by the AIRE Center in partnership with the Konrad Adenauer Stiftung Foundation and brought together judges, prosecutors, other representatives of the legal systems of the Republic of Moldova, Romania and Armenia.
