On November 7 and 8, 2018, the National Institute of Justice, in partnership with the Council of Europe's Office in Moldova, conducted two training activities involving both judges and prosecutors, as well as judicial assistants and clerks.
Among the trainers of the „Introduction to the European Convention on Human Rights” training course were Diana Scobioală, doctor habilitatus (law), university professor, Director of the National Institute of Justice, Oleg Rotari, the Governmental Agent of the Republic of Moldova before the ECtHR, Ion Chirtoaca, seconded judge, trainer at the NIJ, Valentin Rosca, doctor in Law, trainer at the NIJ, Dumitru Obada, head of the Didactical-methodical and training of trainers section, seconded prosecutor and Ion Caracuian, Chief Prosecutor of the Department for Combating Torture of the General Prosecutor's Office.
Intended for judicial assistants and clerks, the two-day seminar aimed at debating issues related to the interpretation and application of the European Convention on Human Rights in the internal legal order; sources of information on the case law of the European Court; the nature of the applications filed with the ECtHR and the recent case law of the ECtHR, including the cases against the Republic of Moldova; the right to a fair trial, the right to liberty and security, etc.
„International standards in the field of Combating Torture, Inhuman or Degrading Treatment” was the generic of the workshop conducted during the same period for a group of judges and prosecutors.
The training sessions were provided by Levan Meskhoradze, Counselor of the Council of Europe, and Ion Caracuian, Chief Prosecutor of the Department for Combating Torture of the General Prosecutor's Office. They compared the notions of torture, inhumane and degrading treatment in the light of ECtHR case law and Moldovan legislation, addressing several issues in the field. At the same time, the workshop combined both theoretical and practical aspects, the participants having the possibility, besides the accumulation of new knowledge, to analyze and interpret various case studies associated with this field.
The training activities were organized by the NIJ and CoE within the framework of the Council of Europe Program „Promoting a human rights compliant criminal justice system in the Republic of Moldova” funded by the Norwegian government.
